A New Standard in Scouting Excellence
In 2025, Scouting America ended the Journey to Excellence Program. In response, Green Mountain Council introduced the Quality Unit Award Program.
Experienced commissioners who work directly with units created this practical and comprehensive program. Through their expertise, they developed a tool that helps units provide outstanding Scouting experiences for Vermont youth.
The GMC Quality Unit Award Program offers clear, practical guidance that units can use throughout the year. Specifically, it focuses on key areas that support strong and successful unit programs.
As units review the criteria and resources, they can identify strengths, address challenges, and plan improvements. Therefore, the program provides a valuable roadmap for units that strive for excellence.
Each January, units should evaluate their performance and set simple goals for the year ahead.
Together, these steps can strengthen your unit and help every Scout in Vermont access the best possible program.
Overview
- At the beginning of each charter year, units set annual goals. Then, at year-end, they measure their performance against the award criteria.
- Units must submit their scoring results through the online form by January 31. After submission, a council representative reviews the results and confirms whether the unit qualifies. A commissioner or district executive usually completes this review.

Cub Scouts
Quality Pack Award
Engaged leaders, active youth, community involvement, regular activities, teamwork, and fostering personal growth.
Scouts BSA
Quality Troop Award
Committed leaders, engaged Scouts, community service, outdoor adventure, leadership growth, and personal development.
Venturing
Quality Crew Award
Passionate advisors, engaged Venturers, high adventure, community service, leadership growth, and personal development.
Recognition
Units
Units that meet every criterion receive a pennant streamer at no charge. They can display the streamer on their flagpole or in their meeting room
Individuals
Registered members of qualifying units may wear GMC Quality Unit Award patches on their uniforms. After confirming the award, a council representative will coordinate patch quantities and payment details.
