The National Eagle Scout Association established the Glenn A. and Melinda W. Adams National Eagle Scout Service Project of the Year Award. This award recognizes an Eagle Scout who provides exceptional service to a religious institution, school, community, or other organization.
First, each participating local council selects a council-level winner. Next, each territory chooses a winner from the council recipients. Finally, the National Eagle Scout Association selects the national recipient from the territory winners.
The Green Mountain Council NESA Committee encourages eligible Eagle Scouts to submit their service projects for consideration. In addition, a parent or registered Scouting America volunteer may submit a nomination with the Eagle Scout’s permission.

Council and National Recognition
The Green Mountain Council winner receives a certificate and a bronze device for the Eagle Scout embroidered square knot. In addition, Green Mountain Council will recognize the recipient during a spring recognition event.
Council winners will also advance for consideration at the territory level. Territory recipients may receive $500 for future educational expenses.
Finally, the national recipient may receive up to $2,500 for future educational expenses.
Nominations
An Eagle Scout may submit their own service project for consideration. Alternatively, a parent or registered Scouting America volunteer may submit the nomination with the Eagle Scout’s permission.
The Green Mountain Council NESA Committee must receive all nominations by January 31.
Eligibility depends on the date of the Eagle Scout Board of Review, not the project completion date. Therefore, an Eagle Scout who passes the Board of Review during the current year must submit the nomination by January 31 of the following year.
For example, an Eagle Scout who completed the Board of Review in 2025 must submit the nomination by January 31, 2026.
Evaluation Criteria
The committee will consider several factors when reviewing each project:
- The planning required to complete the project
- The effort the Scout invested in developing the project
- Challenges the Scout overcame, including disabilities or limited family financial resources
- The quality and extent of the Scout’s leadership
- The project’s success in achieving its planned results
- Changes or adjustments the Scout made during the project
- The project’s impact on the beneficiary or community
- The project’s ability to inspire others or expand future service
- The project’s originality
- The overall scope of the work
- The time and materials contributed
- The level of skill required to complete the project
Submission Process
Required Materials
First, gather the following materials:
- A completed nomination form
- A copy of the completed Eagle Scout Service Project Workbook
- Up to 10 project photographs
- Optional supporting materials, such as drawings, news articles, or other relevant documents
In addition, the committee strongly encourages nominees to include a three-to-five-minute project video.
Submission Deadline
Submit the nomination no later than January 31 of the year following the Eagle Scout Board of Review.
For example, an Eagle Scout who passed the Board of Review in 2025 must submit the nomination by January 31, 2026.
